Not sure if used by Military on Ships or what purpose it was exactly used for...if anyone out there knows, would you please enlighten me? Thank you all for your replies, which are all unfortunately, conflicting.  We decided to lower the price for a speedy sale.  All appropriate offers will be considered.
Measures approximately:
Telescope fully extended is 11" long
Compass Housing overall is 5.75" in diameter
Table to top of Telescope is 4" tall
Weighs Approximately:
1 pound 14.7 ounces
Condition:
I am not knowledgeable at all about this type of item.  The compass works, although tilts and then has to be moved so it positions itself correctly.  Scope works.  No broken glass.  No dents.  No dings. But, the item is quite old so there are some scratches.  Brass needs to be polished.  It does not appear that there were other attachments to this piece.
